10 years on: Reassesing the Stoltenberg Report on Nordic foreign affairs cooperation

In 2009 the Stoltenberg Report, written by Norway’s former foreign minister Thorvald Stoltenberg, was published. The recommendation was nothing less than a Nordic foreign and security policy cooperation, which should still respect the obligations of the different countries in relation to the EU and NATO. The report listed thirteen tangible proposals for the Nordic cooperation.

Ten years on, the Nordic Council of Ministers invited the Nordic foreign policy institutes to evaluate the developments on the thirteen policy areas listed in the report.

Several of the recommendations have been implemented, especially on the areas of monitoring Icelandic airspace, cooperation on cyberattacks and the embassy cooperation between the Nordic foreign services.

The authors behind this evaluation are researchers from the different Nordic countries. Denmark is represented by Hans Mouritzen, Senior Researcher at DIIS.
