The Whole-of-What-approach? and international operations

Current European interest in DIIS study of civil-military relations

Several European countries are considering new policies to increase coherence across government institutions in various fields, including security and development cooperation. This entails discussions of 'Whole of Government', 'Whole of System', 'Integrated', and 'Comprehensive' approaches, not least including relations between civil and military instruments in international operations.

In these processes, the study that DIIS did for the Danish government in 2008-9 on civil-military relations in international operations is currently being read with interest in policy circles involving non-governmental organizations, researchers, military and civil servants. In December, the coordinator of the DIIS study, Finn Stepputat, has given presentations at the Austrian Institute for International Affairs at the seminar 'The Whole-of-What-Approach?' Civil Society and Cooperation on International Operations, and also at a seminar in Hannover, called Entwicklungshilfe mit Stahlhelm? Vernetzte zivile und militarische Planing für Frieden und Stabilität in Krisengebieten.
