DIIS Evaluation of Swiss aid to Angola published

First ever independent evaluation of SDC's humanitarian aid
An evaluation of Swiss humanitarian aid in Angola has been carried out by a DIIS team consisting of Lars Buur, Steen Folke (team leader), Helene Kyed and Finn Stepputat together with two Angolan consultants, Paulo Ingles and Jacinto Pio Wacussanga. The fieldwork in Angola took place in August- September 2007. Now the evaluation report has been published: “SDC Humanitarian Aid in Angola 1995-2006”, Evaluation 2008/1 Swiss Agency for Development and Cooperation (Main Report 104 pp., Case Study Huambo Province 165 pp.). The report is available in the DCISM Library and at SDC's website.

The report concludes that SDC provided much needed assistance to thousands of victims of the civil war in Angola. In the context of huge needs and limited resources, SDC's humanitarian aid was generally relevant and often appropriate. The programme had many twists and turns, in fact quite a zig-zag course. The fact that SDC financed a vast range of very different activities reduced the effectiveness as well as the efficiency of the programme. On the whole, SDC could have been better at addressing the transition from emergency humanitarian aid to rehabilitation and development with a longer term perspective. The evaluation concludes with 15 concrete recommendations for SDC's future aid.
