Dynamic Change in NATO - Rethinking Capabilities, Operations and partnerships

Trine Flockhart argues that NATO should think carefully about how to use its literacy programmes in Afghanistan in the new training mission due to start in 2015. One of the most successful aspects of NATO’s otherwise challenging training mission of Afghan security forces has been the literacy programme, which is an excellent avenue for improving adult literacy rates.

The chapter appears in the publication Dynamic Change: Rethinking NATO’s Capabilities, Operations and Partnerships, which is the result of cooperation between NATO’s Allied Command Transformation, University of Bologna and Instituto Affari Internationali. Trine Flockhart’s paper was originally presented at the academic conference held in Bologna in September 2012.
