Lebanon: Peace and Security or Justice?
Thursday, 2 September 2010, 15.00-16.30

Danish Institute for International Studies
Main Auditorium
Strandgade 71, ground floor, 1401 Copenhagen K

Background

Lebanon has gone through dramatic changes since 2005: the assassination of former Prime Minister Rafik Hariri, the withdrawal of Syrian forces, the Israeli war against Hizbullah in 2006 and internal conflict in 2008. The international and regional environment was very polarized, and Lebanese factions lined up in two hostile coalitions. Between 2008 and 2010, the external environment grew more cooperative, and the internal factions came together in a national coalition government. Now, the results of a five-year investigation into the Hariri assassination that started this whole chain of events threaten to shake the country’s precarious stability. Unofficial reports that the Tribunal might indict members of Hizbullah in the next few months have thrown the country into high tension. Efforts by Saudi Arabia and Syria to broker a compromise have so far failed. The country seems to be facing a difficult choice between demanding justice or settling for preserving peace and stability.

Paul Salem is the Director of the Carnegie Middle East Center. Prior to joining Carnegie in 2006, Salem was the general director of the Fares Foundation, and from 1989 to 1999, he founded and directed the Lebanese Center for Policy Studies, Lebanon’s leading public policy think tank. Recently, Salem was a member of the Lebanese National Commission for Electoral Law Reform, a blue ribbon commission tasked with revising Lebanon’s electoral laws and proposing a new system. In 2002, Salem was a member of the Senior Review Committee for the UNDP Arab Human Development Report. He also has held various positions at the American University in Beirut. He is regularly seen in television appearances, radio interviews, and newspaper articles on political issues relating to the Arab world.
