Background In a speech in Berlin on 5 June 2008, the Russian President, Dmitri Medvedev, presented a proposal for a new pan-European security architecture. It calls for a legally binding treaty under international law for all states “from Vancouver to Vladivostok”. The proposal addresses some of the most important Russian security concerns on basic principles of equal security and cooperation, e.g. all the participating states should pledge not to use military power against one another or threaten the use of violence. No international organization should have exclusive rights to protect peace and stability in Europe. The treaty should stipulate basic parameters for arms control and establish new cooperation mechanisms for combating proliferations of weapons of mass destruction, international terrorism, and drug trafficking. President Medvedev has proposed a so-called Helsinki 2-process for negotiating the treaty. While the Western countries have reacted reluctantly to the proposal, Russia have argued that the existing security organization in Europe is left-over from the Cold War. Do they have a point?
Lucio Caracciolo is the editor in chief of the periodicals Italian Geopolitical Review, Limes - Italian Review of Geopolitics and Heartland - Eurasian Review of Geopolitics. He is a professional journalist and one of the leading Italian experts on foreign policy and international affairs. He regularly writes columns for the Italian newspaper la Repubblica and for the magazine L’Espresso. He publishes articles in various reviews in Italy and abroad. He taught geopolitics at the University of Rome from 2004-2007. He has written a number of essays and books, including Alba di Guerra fredda (Cold War Dawn, Rome, 1986), La democrazia in Europa (Democracy in Europe, with Dahrendorf, Furet, Geremek, Rome, 1991), Euro no, non morire per Maastricht (Euro no, don’t die for Maastricht, Rome, 1996).
