| The English version is on this address: http://www.rosatom.com/en/comments/14043_04.03.2009 Svend Aage Christensen, senior researcher at the Danish Institute for International Studies (DIIS), Copenhagen, DenmarkDuring a meeting in Berlin on March 3, 2009 Director General of Rosatom State Nuclear Energy Corporation Sergey Kiriyenko and CEO of Siemens GA Peter Loscher signed a memorandum of mutual understanding for the establishment of a joint venture in the field of peaceful use of nuclear energy. This company is supposed to implement existing and new projects concerning Russian WWER (water-water energy reactor) technology, to engage in marketing and sales and to build new reactors and to modernize and improve existing ones. The JV may carry out activities throughout the nuclear fuel cycle — from fabrication of fuel to decommissioning of nuclear power plants – provided that the projects are economically expedient. At the next stage the parties are going to negotiate the details of their cooperation.I think it is very positive that talks have been initiated to explore the possibilities for cooperation between Siemens and Rosatom in the area of nuclear power. The Siemens engagement in Russia has a long history. Thus the intensified cooperation between Siemens and Rosatom can be based not only on common interests, but also on trust and experience developed in the course of history. We are still at the beginning of a new century where energy will play an even more important role for global security and the destiny of mankind than in earlier centuries. Also we are at the beginning of a transitional period of major historical dimensions. An Energy Revolution that can be compared with the Industrial Revolution. Despite frictions, the global energy market has nevertheless been generally quite open. Rosatom-Siemens appear as examples of 'Open Doors’. The International Energy Agency warns of energy production shortages and insufficient investments – this is the kind of inspiration that leads me to see cooperation between Rosatom and Siemens as a most welcome development. Welcome, in its own right, and undoubtedly beneficial for the position of both parties in the global marketplace. But also welcome as a practical example of international cooperation for others on the energy scene to follow, for instance when it comes to implementation of intelligent digital management systems for large electricity grids or introduction of other measures for energy conservation and energy efficiency. It is the right time to intensify this work now. For Russia, it is especially attractive and important to participate in the global endeavour of preparing the economic and industrial base for the post-hydrocarbon age without the present windfall profits from the export of oil and gas. We must all keep in mind the positive outcome at the end of the transformation period. We need common projects to make our vision of an energy rich future come true. This means cooperation, investments and trust building on a global scale. |

В меморандуме компании выразили намерение создать совместное предприятие в ядерной сфере, которое будет продвигать (маркетинг и сбыт) российские реакторные технологии на основе реактора ВВЭР (как уже существующие, так и новые разработки). Меморандум предусматривает, что сфера деятельности создаваемого совместного предприятия охватит строительство новых АЭС и модернизацию действующих. Обсуждение деталей функционирования такого СП станет следующим шагом в расширении сотрудничества. Событие прокомментировал для Polit.ru старший научный сотрудник датского института международных исследований Свен Оге Кристенсен. Думаю, это очень хорошо, что были начаты переговоры по возможностям сотрудничества между Siemens и «Росатомом» в области ядерной энергии. Siemens уже давно присутствует в России. Таким образом, интенсивное взаимодействие между Siemens и «Росатомом» может базироваться не только на общих интересах, но также на доверии и опыте, накопленных с течением времени. Мы находимся в начале нового столетия, в котором энергия для глобальной безопасности и судьбы человечества будет значить больше, чем это было раньше. Мы стоим на пороге переходного периода огромного исторического значения. Энергетический переворот может быть сравним с индустриальным. Несмотря на противоречия, в общем и целом глобальный энергетический рынок открыт. В этом контексте альянс «Росатом» — Siemens представляет собой один из самых положительных примеров принципа «открытых дверей». Международное энергетическое агентство предупреждает о дефиците энергии и недостаточном инвестировании – момент, который заставляет меня считать сотрудничество «Росатома» и Siemens самым благоприятным вариантом развития. Это, несомненно, выгодно, для позиций обеих сторон на глобальном рынке. Кроме того, для других участников энергетического рынка это хороший практический пример международного сотрудничества. Например, когда речь идет о применении цифровых систем управления в энергосистемах или использовании других средств в целях энергосбережения и повышения энергетической эффективности. Самое время интенсифицировать эту работу. России особенно важно участвовать в этом общемировом стремлении подготовить индустриальную и экономическую базу для «пост-углеродной эпохи», когда больше не будет «водопада» доходов от экспорта нефти и газа. Мы все должны стремиться к благоприятному выходу из переходного этапа. Нужны совместные проекты, чтобы воплотить в жизнь наше видение энергетически обеспеченного будущего. Это подразумевает кооперацию, инвестиции и выстраивание доверительных отношений в глобальных масштабах. |
