Summary of the seminar 
 
Background
 
Water governance is becoming an increasingly significant issue in development agendas at local, national and international levels. Recent years have seen the introduction of water reforms in many developing countries, and most recently the climate change debate has highlighted the importance of ensuring viable frameworks for governing and allocating water resources among the many different stakeholders involved.
 
The new water laws and their associated approaches are often based on the introduction of new permit systems, and/or new institutional arrangements such as Integrated Water Resources Management (IWRM). But what is actually the place for existing local institutions and customary rights in these new approaches? Do the new permit systems support pro-poor allocation of water resources at local levels? And to what extent can approaches such as IWRM effectively address local water conflicts and water cooperation? These and related issues are addressed through two seminars as part of the ongoing DIIS and DDRN Poverty and Environment Seminar Series.
 
This second session will take outset in a presentation by Rutgerd Boelens, who is a well-known specialist on the politics of water rights and its implications for poverty and water governance.  Rutgerd Boelens has been a member of the Irrigation and Water Engineering group at Wageningen University since 1998, where he has worked extensively with partners in Latin America and elsewhere on water rights, water policies and institutional development. He is the organizer and coordinator of a number of major research and capacity development programmes on local water rights and associated issues of identity and legal complexity in water governance. This includes a role as General Coordinator of the program on Water Law and Indigenous Rights (WALIR), and organization of training and capacity development programmes in several Latin American countries. Rutgerd Boelens is author of a number of books on water rights and water governance, including most recently the book The Rules of the Game and the Game of the Rules: Nationalization and Resistance in Andean Water Control (University of Wageningen, 2008).
