Why EU peace support operations take the shape they do
DIIS Report investigates the working methods of the ESDP decision-making processes
Annika Björkdah and Maria Strömvik have written a DIIS Report on the problematique surrounding the decision-making processes for launching ESDP peace support operations. The report asks why ESDP operations end up taking the shape that they do. In attempting to answer that question the report identifies three main institutional structures involved in ESDP decision-shaping and making and explores their individual as well as overlapping competences in relation to EU crisis management options. The report concludes that one of the biggest challenges facing the EU relates to capacity for planning, funding and manning ESDP operations. |
