Background
This seminar will examine the question of how the non-nuclear norm is sustained in two lectures by Dr. Marianne Hanson and Cindy Vestergaard. Dr. Marianne Hanson is Senior Lecturer at Queensland University, Australia, Department of Political Science. The title of her lecture is Competing Norms? Sovereign Rights and Nuclear Plans in North Korea and Iran. Both North Korea and Iran have elicited concern about their nuclear weapon intentions. This presentation asks how we might respond to issues of nuclear weapons proliferation. It canvasses some of the problems current in the non-proliferation regime, including an insistence on categorising some nuclear weapon states as ‘rogues’, while others have recently become nuclear allies. It asks under which conditions, if any, a state can be deemed to be acting legitimately, even if this is not in accord with existing legal norms. Cindy Vestergaard is currently on leave from the Canadian Ministry of Foreign Affairs. The title of her lecture is The Role of the G8 in Non-Proliferation. The role of the G7/G8 in non-proliferation has evolved over the 32-year lifespan of the group. The G8 has influenced elements of the global non-proliferation regime since its establishment of the Missile Technology Control Regime (MTCR) in 1977 to the creation of the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction in 2002. This presentation asks what impact the G8 have on the global non-proliferation regime and its institutions? In addition, how the G8 leverages its economic and political power to affect the evolution of the non-proliferation regime?
