Background
 
Capacity and capacity building play an increasingly important role in the international endeavours to promote good governance and build states and resilience. A sweeping gaze on the state-building agenda reveals how the success of the full spectrum of state-building ‘technologies’ and their sustainability are viewed as ultimately depending on capacity. In this context, ‘coaching and mentoring for capacity’ has become an increasingly popular approach within the state-building community. Compared to decades of institutional approaches, it represents a turn towards the contextualized individual and personal capabilities and dispositions as the critical area of reform. Yet confusion mostly remains: What is capacity? How may it be ‘built’? What has so far been accomplished?
 
This seminar presents lessons learned and reflections from the Capacity Development Facility Project (CBF) in Kosovo. CBF is a joint UNDP and Kosova Foundation for Open Society initiative. Initiated as a pilot project, the CDF Project is in its eighth year and has become one of the most effective tools supporting the Government of Kosovo in capacity development.
