Background The terrorism that is apt to make news is high profile and spectacular. But low profile terrorism has at least as many victims, spread out in time and space, and they suffer at least equally devastating harms. “Low profile terrorism” includes such things as drive-by shootings, witness intimidation, intimidation by oppressive governments, much civilian rape and martial rape, stalking, and intimate relationship violence. By examining two models of terrorism, the coercion model and the group target model, Claudia Card argues for an expansion of our paradigms of terrorism beyond the high profile cases and without diluting the meaning and seriousness of the concept of terrorism. With a focus especially on rape, stalking, and intimate relationship violence, which have much in common with terrorism exercised by oppressive states against their own citizens, she concludes with a look at two cases of women who fought back.
