Background
Since the Second World War, the IMF and the World Bank have been key pillars of global economic governance. When the global financial crisis accelerated in the fall of 2008, however, the Bretton Woods institutions came to play a secondary role in responding to it. To many the summit in Seoul in November 2010 was the real test of the effectiveness of the G20. Progress on the key issue of how to deal with global imbalances would show whether the G20 continued to have viability and relevance. For most, the result was disappointing.
Others are more optimistic. The French presidency of the G20 in 2011 is determined to give a major boost to the G20 process. Disagreements among the major powers on key issues – such as global imbalances and reforms of the international monetary system – remain considerable, however. It is therefore very much an open question which direction global economic governance will take in the coming years. Will the G20 be further institutionalized with its own secretariat and perhaps even a formal treaty? Or will the G20 be a ‘transition phenomenon’ in a process towards a new structure of global economic governance devised so as to be both legitimate and effective in addressing the challenges of the 21st century?
We are delighted to announce a Global Economy Monday seminar on these important issues, to be held the day before G20 leaders convene in Cannes for their 2011 summit.
