Countering Terrorism: The Russian and the International Dimension

Mr. Kulikov has served as a member of the Duma of the Russian Federation since 1999, and held the post as Minister of the Interior from 1995-98. During these years Mr. Kulikov has authored more than 40 drafts of the laws concerned with issues relating to the struggle against terrorism. From 2000-03 Mr. Kulikov served as a member of the European Council Parliament Assembly Commission working on issues of illicit migration.
Mr. Kulikov has a military as well as an academic background. He has served in the military since 1963, and is today a General in the Russian Army. Moreover, Mr. Kulikov has a doctorate in economical sciences, and is a member of the Russian Academy of Natural Sciences as well as the Academy of Military Sciences. He is the author of more than 200 scientific articles and publications, and continues today his scientific work at the Institute of Social and Political Research at the Russian Academy of Sciences. His primary research field is the issue of national security, particularly internal and international terrorism, economic security of the state in the transitional period, and interethnic and -religious relations in a multinational country.
