Nepal: Responding to the Royal Coup

Background
On 1 February 2005, King Gyanendra dismissed Prime Minister Sher Bahadur Deuba, concentrated power in his own hands, and declared a state of emergency. Many politicians, including Prime Minister Sher Bahadur Deuba, were placed under house arrest. Key constitutional rights were suspended, soldiers enforced complete censorship and communication links between Nepal and the outside world were severed. These actions have brought the crisis in the country to a head, while at the same time creating an opportunity for international efforts to assist Nepal in pulling back from the brink of collapse and developing an effective counter-insurgency strategy.

The Speaker
A Cambridge University graduate, Robert Templer has lived and worked in several Asian countries, among others Taiwan, Hong Kong, and Afghanistan, and thereby gained in-depth knowledge of the region. Prior to assuming the post as Director of the Asia Programme of the ICG, Mr. Templer has been a visiting scholar at the University of California at Berkeley. He has received the prestigious Soros Fellowship, and been a regular contributor to the Guardian and Sunday Telegraph (London). He is author of the book Shadows and Wind: A View of Modern Vietnam (1994).

The speech to be held by Robert Templer on 16 March will be based on two ICG reports on the issue of the royal coup in Nepal: Nepal: Responding to the Royal Coup and Nepal’s Royal Coup: Making a Bad Situation Worse.
